Ivory Coast: 'Gbagbo weapons cache' uncovered

Several generals pledged their allegiance to Alassane Ouattara on Tuesday



French troops have discovered several large arms caches in Ivory Coast that they said would have been used by former Ivorian leader Laurent Gbagbo.

The weapons, stored at villas in the main city of Abidjan, included mortars, cannons and rockets.

Mr Gbagbo is reportedly being held under house arrest in Abidjan.

French forces led an assault against him on Monday to force him from power. He had refused to accept defeat in a November election.

His rival in last year's election, Alassane Ouattara, who was internationally recognised as winning the poll, has now taken power.

During the stand-off between Mr Gbagbo and Mr Ouattara about 1,500 people were killed and a million forced from their homes.

The BBC's Mark Doyle says the French army took journalists to three innocent-looking villas in central Abidjan where they had discovered the weapons.

He says there were enough arms there to launch a new war, more evidence that the dispute over last year's polls were leading the country into chaos.

The French troops documented the arms before handing them over to African UN soldiers for safe disposal.

Earlier, five generals who had remained loyal to Mr Gbagbo pledged allegiance to Mr Ouattara, though there are reports that some soldiers and militiamen have refused to surrender.Risk of reprisals

US President Barack Obama has called Mr Ouattara to congratulate him and offer support as Ivory Coast tries to recover from the recent conflict.

Mr Ouattara's government said Mr Gbagbo had been placed under house arrest, without saying where, AFP news agency reported.

"Pending the opening of a judicial inquiry, Mr Laurent Gbagbo and some of his companions have been placed under house arrest," said Justice Minister Jeannot Ahoussou-Kouadio.

There had been confusion about Mr Gbagbo's whereabouts, with the UN retracting an earlier claim that he had been moved out of Abidjan.

Immediately after his arrest Mr Gbagbo had been taken with his wife Simone to Mr Ouattara's headquarters at Abidjan's Golf Hotel.

Mr Ouattara has promised that Mr Gbagbo will not be harmed, but rather "treated with dignity".

He has appealed for calm, and announced that a truth and reconciliation commission will be set up to "shed light on all the massacres, crimes, and all cases of human rights violation".

Both sides have been accused of atrocities.

Troops loyal to Mr Ouattara also began patrolling the streets of the southern city on Tuesday in an attempt to restore order. Despite their presence, sporadic gun and mortar fire was heard.

International human rights group Amnesty International warned that those seen as supporters of Mr Gbagbo were at risk of violent reprisals, despite Mr Ouattara appeals.

"Today in Abidjan, armed men, some wearing military uniforms, have been conducting house-to-house searches in neighbourhoods where real or perceived supporters of Laurent Gbagbo are living," the group said.

It quoted one witness saying he had seen a policeman belonging to Mr Gbagbo's ethnic group being dragged from his house and shot at point blank range.

Until a 2002 rebellion split the country in two, Ivory Coast - the world's largest cocoa producer - was the most developed economy in West Africa.

France: Teachers reaffirm their commitment to solidarity and social justice

French teacher unions have issued a joint statement following on the recent district elections in France, which have seen a growth in support for the far right party, the National Front, asserting that “educators oppose the policies of the extreme right.“

In the declaration, EI’s French affiliates, the SGEN-CFDT, the UNSA Education, the FSU (union federation to which the SNEP, the SNES, the SNETAP and the SNUipp belong) and the FERC-CGT, said that “education staff teach co-operation and exchange; we work towards education and empowerment for all young people. That is why we cannot remain passive when the far right’s ideas gain support within the population.”

The unions also added that “the far right promotes hatred between ethnic groups and continually and unacceptably links immigration to insecurity. It seizes opportunities given by the effects of the economic and social crises, which increase inequalities and social injustices, to resort to scapegoating and pit one group against another.”

The unions also stated that “as educators, we promote the Republic’s values daily; as unionists, our struggle is guided by the values of solidarity and social justice.”

EI joins its member organisations in their uncompromising defence of education as a public service available to all.

IIT-Madras, Lafarge to launch cement research project

Chennai: The first joint project by French cement major Lafarge Group's research arm and the Indian Institute of Technology-Madras (IIT-M) is expected to kick start soon, an official said here on Wednesday.

Speaking to reporters, Revindra Gettu, professor at IIT-M's Department of Civil Engineering, said the research project will test the durability of concrete as a building material in different climatic conditions.

The cement major's research arm, Lafarge Research Centre, and IIT-M last year signed aMemorandum of Understanding, under which the IIT's civil engineering department set up a laboratory to carry out joint research programmes.

Lafarge Research Centre has funded the laboratory to the tune of Rs.1.5 crore over a period of three years.

According to Gettu, the tests will be conducted on concrete in different parts of India to identify the carbonation and its effects on concrete in different atmospheric conditions.

"Lafarge aims to improve the performance of concrete to address sustainable construction and global warming challenges. This is done through cutting-edge scientific research and forming partnerships with other institutes and organizations," said Pascal Casanova, head of Lafarge Group's Research and Development.

The French group has four cement plants in India - two in Chhattisgarh, and one grinding plant each in Jharkhand and West Bengal. Lafarge has also set up a gypsum plasterboard plant at Khushkhera in Rajasthan.

For better proficiency in foreign languages


Many options are available to study the French, Italian and Japanese languages.

For correct intonation: Language labs play a major role in helping students get their pronunciation right.
We had in these columns during the past weeks listed 19 universities/ centres that provide good facilities for the study of foreign languages in India. Let us now look at a few more of them.

Alliance Française has a large network of more than a thousand associations in 136 countries, delivering French language courses to a total of 4,60,000 students. It also aims at cultural interaction among French-speaking peoples. There are 16 Alliances Françaises in India (Ahmedabad, Bangalore, Bhopal, Chandigarh, Chennai, Goa, Hyderabad, Jaipur, Karikal, Kolkata, Mahe, Mumbai, New Delhi, Pondicherry, Pune and Trivandrum).
The DELF and DALF examinations certify the students' levels in French. Teaching of the French language at the Alliance Française is progressive. They offer all levels of learning starting from level 1 (A1) to level 6 (C2).
The student is invited to actively participate in the class and to develop his powers of observation, thinking, and communication, and also use the four skills: oral and written comprehension, written and oral production. After every level, he continues his learning in the next higher level if authorised by the teacher. He can also have his skills validated by an internationally recognised diploma: the DELF and the DALF.
Sessions of 160 hours (Levels 1-3), 200 hours (Level 4) or 240 hours (Levels 5 and 6) to attain the objectives of each level.

Indo-Italian Chamber of Commerce and Industry (IICCI) is a non-profit organisation recognised by the Italian government, whose main objective is to promote and enhance trade and economic relations between India and Italy. The key objectives of the three levels are as follows:
First level, beginner: Understand and use familiar everyday expressions and very basic phrases. Introduce themselves and others. Ask and answer questions on personal details. Interact in a simple way, provided the other person talks slowly and clearly.
Second level, intermediate: Understand sentences and frequently used expressions related to areas of most immediate relevance (eg. very basic personal and family information, shopping, local geography, employment). Communicate on simple and routine tasks requiring direct exchange of information. Describe in simple terms aspects of their background, immediate environment and matters in areas of immediate need.
Third level, advanced: Understand the main points of clear standard input on familiar matters regularly encountered at work, school, leisure, etc. Deal with usual situations likely to arise while travelling in an area where the language is spoken. Produce simple connected text on topics that are familiar or that are of personal interest. Describe experiences and events and briefly give reasons and explanations for opinions and plans.
Students are examined at the end of each level. After the completion of the entire course, the Italian Embassy will award a Diploma.

The Chamber conducts Japanese Language Classes throughout the year to prepare students for the different levels of the Japan Foundation's Japanese Language Proficiency Test (JLPT). Further, there are need-based conversation classes, both short-term and long-term, for the benefit of corporate houses. Special Japanese Language Classes are also conducted for students of professional colleges on request.
Distance education programmes are being conducted for the benefit of outstation students, even for appearing in JLPT. The course, among other things, effectively enables students to acquire basic skills in Japanese conversation. Interested candidates have the option to join a four-month advanced intensive Japanese conversation program, with four contact classes on Sundays.
JLPT lays stress on knowledge of Japanese including vocabulary, grammar, and competence in practical communication. These are measured through tests in language knowledge (vocabulary / grammar), reading and listening. The JLPT is offered in five levels (N1, N2, N3, N4, and N5). The easiest level is N5 and the most difficult level is N1. Levels N4 and N5 measure the level of understanding of basic Japanese mainly learned in the class. N1 and N2 measure the level of understanding of Japanese used in a broad range of scenes in actual everyday life. N3 is a bridging level between N1/N2 and N4/N5.
N5: Ability to read and understand typical expressions and sentences written in hiragana, katakana, and basic kanji / listen and comprehend conversations on topics in daily life, and to grasp information from short conversations spoken slowly.
N4: Abilities in N5 at some more depth.
N3: Ability to understand Japanese used in everyday situations / read slightly difficult writings encountered in everyday situations / listen and comprehend coherent conversations spoken at near-natural speed
N2: Ability to read and comprehend materials written clearly on a variety of topics, such as articles and commentaries in newspapers and magazines as well as simple critiques, and comprehend their contents / comprehend orally presented materials such as news reports, spoken at nearly natural speed.
N1: Ability to read and comprehend writings with logical complexity and/or abstract writings on a variety of topics, such as newspaper editorials / comprehend orally presented materials such as coherent conversations, news reports, and lectures, spoken at natural speed
