Tunisia: Education resumes while activists continue to mobilise


Students and teachers across Tunisia have resumed their classes after weeks of protests that brought down the government of former President Ben Ali, but the debates continue about how to shape a new Tunisia.
Prior to the resignation of former President Ben Ali his Education Minister had shut down all education institutions during the exam period.
With a new Education Minister in post, schools have now resumed, and for the past two weeks, despite the insecurity and impassioned discussion on the shape of democratic developments in Tunisia, most students are able to take their exams.
In acknowledgement of Tunisians placing a high value on education, all students who missed classes, either because they were unable to return from the safety of their rural villages or because they were involved in protest action for or against the transition government, will have the opportunity to take their exams at a later date.

Eye witness accounts tell the story of insecurity within colleges and across the country. Higher education institutions are quieter because many older students have been engaged in debates about the current reforms. Civil society groups and the judiciary continue to be locked in debates about the next steps for Tunisia.

The transition President has been appointed, and not elected. The parliament continues to be composed of representatives from Ben Ali's dominant political party who are considered illegitimate by the people, but the infrastructure is not in place to enable parliamentary elections to happen quickly.

The opposition movement began as a popular uprising with unemployed young people and the energetic spirit of mobilisation continues to be active. Passionate debates about reform have replaced protests on the streets. Freedom of expression is being exercised fully, especially within universities.

While the transition government is not universally accepted, the old cadres have been ousted and new ministers with expertise have been coopted. However, the political experience is taking its toll. On 9 February, teachers from the primary and secondary education sector staged demonstrations to protest at offensive statements made by some newly appointed ministers.
Ordinary citizens, not just the intellectuals, want to understand how the democratic reforms can be implemented. There are reflections on what to keep from the 1958 Republican Constitution, what role civil society organisations can and must play. The trade union centre, UGTT, which played a major role in coordinating the so-called Jasmin Revolution across the country is represented in many commissions which are now developing new policies.
People are feeling inspired. They feel that they finally have a real say and want to be sure to take the right steps to preserve the integrity of these historic events.

(Info) Introduction of Competency based vocational courses at Senior Secondary level 2011

Subject: Introduction of Geospatial Technology, Food Production, Food & Beverage Services, Mass Media Studies and Media Production as Competency based vocational courses at Senior Secondary level.

As you are aware, the Central Board of Secondary Education (CBSE), keeping in view the acute shortage of trained professionals and development of employability skills among the students, has been offering a number of courses under vocational Education at Senior Secondary level. In recent years, the CBSE has started collaborating with various industries/ institutions for introducing competency based joint certification courses as per the present needs of society and the relevant industries. In pursuance to this policy of exploring the new domain of knowledge and skills that have bright employment prospects as well as career opportunities, the Board has introduced the following new Vocational courses at senior secondary level.

  • Geospatial Technology.
  • Food Production (Hospitality and Tourism)
  • Food and Beverage Services( Hospitality and Tourism)
  • Mass Media Studies and Media Production.
The aforesaid courses were introduced in few selected schools in class XI from the Academic Session 2010-11 on pilot basis. Based on the feedback received from the Pilot schools and on the basis of overwhelming response from the other independent schools, the Board has decided to open it to all affiliated schools in the country and abroad form the academic session 2011-12 for class-XI. The detailed objectives and the salient features of such courses are enclosed at Annexure-I to III. The schools that are interested in introducing those new courses in class-XI from the academic year 2011-12 may fill in the proforma enclosed at Annexure-IV and may forward to “ Sh. S.K. Jena, Asstt. Education Officer (Voc & Edusat), CBSE, Shiksha Sadan,17, Rouse Avenue, New Delhi-110002 on or before 5th March 2011 or Email to cbse.edusat@rediffmail.com copy to skjena.cbse@gmail.com The letter of willingness in Annexure – IV should reach by 5th March 2011 to enable the Board for processing the applications further.

New certification programme mooted


To attract youngsters to work as welders, Asian Welders Federation, an newly formed apex body of welding industry, is working out a new Common Welder Qualification, which would be valid in any of the Asian countries, unlike the different standards and certificates prevailing in various countries.
The draft scheme for the certification was given shape at a meeting of the Federation at Delhi in November last year, which would be finalised at its meeting in Beijing scheduled in May, said M. Rajasekharan, secretary, Indian Welding Society.
Modalities like duration of the training course would be worked after the approval in the meeting by representatives of 13 countries, which are the members of the Federation by July or August. — PTI
