Sibal rejects call for RTE monitoring body

New Delhi: Human Resource Development Minister Kapil Sibal on Friday rejected the proposal by the National Commission for Protection of Child Rights(NCPCR) for a grievance redressal mechanism for the implementation of the Right to Education (RTE) Act.

The NCPCR, which monitors the implementation of the RTE Act, has been calling for such a mechanism to tackle the large variety of complaints coming in from all over the country.

"The range of complaints related to right to education is varied and the same agency cannot address all of them and at different levels," Shantha Sinha, NCPCR chairperson, said at an event on Thursday.

A set of grievance redressal rules that looks into registering the complaint, investigating it and also looks at the appeal process is required," she said.

Supporting this, Kiran Bhatty of the RTE division of the NCPCR, said: "One of the main challenges we face is the lack of a well-defined grievance redressal system. Hence, along with a committee on corporal punishment, such a system is our main policy recommendation".

Sibal, however, said that he does not agree with the proposal.

"Such a redressal system is not required. The states can take care of the complaints coming from their areas," he said while releasing a report on the RTE Act on its first anniversary on Friday.

Over a lakh children in Delhi still out of school

New Delhi: More than one lakh children in the national capital are still out of school, a report by the human resource development ministry said as the Right to Free and Compulsory Education (RTE) Act completed a year on Friday since its implementation.

The RTE report card which analyzed the primary education scenario in the country was released especially for the occasion.

According to the report, 1,24,022 children in the age group of six to 14 were out of school in Delhi, as per a survey in 2009. Across the country, the out-of-school children figure stands at 81,50,619.

"It's unfortunate that 81,50,619 children in the age group of six to 14 are still out of school. We have to bring all those children to school," Human Resource Development Minister Kapil Sibal said while releasing the report.

On a positive note however, Delhi has scored quite well in other parameters.

For instance, as compared to national figure of pupil-teacher ratio of 32, in Delhi the ratio is 28. Then, at the national level the percentage of teachers without professionalqualification is 21, but in Delhi it stands at one.

Water drinking facility is present in 100 percent schools in Delhi. 79 percent schoolshere have girls toilets, 71 percent schools have ramps for disadvantaged students, 75 percent schools have playground and 98 percent have boundary walls.

Delhi is one of the 11 states which have constituted a state commission to monitor implementation of the RTE Act. Notification of the state rules however is still "in process", the report said.

A total of 16,84,425 students have been enrolled in the primary level in Delhi and 9,82,164 in the upper primary level. Delhi has 3,034 government and aided schoolsand has 57,777 teachers in these schools.

L'Oreal to award scholarships to woman students

New Delhi: Global cosmetics giant L'Oreal's Indian subsidiary on Thursday said that it was extending its corporate social responsibility (CSR) initiative of sponsoring women science students to the national capital region (NCR).

"We are going to extend our program, which currently focuses on just young women's education in science in the state of Maharashtra, to the NCR region," a senior L'Oreal executive told the sources from Paris.

According to the official, the company gave scholarship worth Rs.2.5 lakh to five women students in Maharashtra. The number of scholarships will now be increased to 10, with the addition of five woman students from the NCR.

"Around 30 girls from Maharashtra have benefited from this project which was started seven years ago," the official said, adding that the total cost of the project would be around Rs.25 lakh per year.

The company, one of the largest producers and sellers of cosmetics products in the country, also said it was happy that the winner of this year's company sponsored fellowship is an Indian woman.

Jyoti Panda, 28, who just completed her Ph.D in biotechnology from the International Centre for Genetic Engineering and Biotechnology in New Delhi, is one of the 15 recipients of the 'Unesco-L'oreal International Fellowship', which grants $40,000 to young women researchers.

"She will be doing her research at School of Pharmacy, University of ColoradoDenver, Aurora, in the US," a company statement said.

Delhi's slum children to get Australian degrees

Delhi's slum children will now be able to study in Australia under an exchange programme between the University of Melbourne and voluntary organisation Asha, officials said here Tuesday.

'This is going to be the first-of-its-kind Asha model as we focus on urban poor, mainly slum children, to give them access to higher education from a country other than India,' Asha founder Kiran Martin said.

A new India-Australia partnership to support the needs of Delhi's urban poor will operate in three areas - research, education and community engagement.

'This is going to be a unique programme in terms of catering to the needs of the urban poor, who can't even afford the basic education. We also aim at finding solutions to the needs of urban poor as we begin interacting with the students,' said Amitabh Mattoo, director of the University of Melbourne's Australia India Institute.

The collaborative programme will fund 40 projects during 2011 across areas such as resource and environment, contemporary India, regional relationships, health, education, economics and business.

'A memorandum of understanding (MoU) between the Australia India Institute, University of Melbourne, and Asha community health and development society has also been signed,' added Martin.

The programme will be launched by Human Resource and Development Minister Kapil Sibal here Wednesday.

Armed conflicts rob 28 million kids of education

New Delhi, March 2 (IANS) Calling it a 'hidden crisis', a UN report has found that armed conflicts are robbing 28 million children of their right to education while subjecting them to sexual violence.

The report, The Hidden Crisis: Armed Conflict and Education, prepared by Unesco warns that the world is not on track to achieve by 2015 the goal of providing education to all that 160 countries signed in 2000.

'In conflict-affected poor countries, 28 million children of primary school age - 42 percent of the world's total - are out of school,' said the report released Tuesday.

It warns that children in conflict-affected poor countries are twice as likely to die before their fifth birthday as children in other poor countries.

'Only 79 percent of young people are literate in conflict-affected poor countries, compared with 93 percent in other poor countries,' it said.

Over 43 million people are reported to have been displaced mostly by armed conflicts though the actual number is probably far higher.

Refugees and internally displaced people face major barriers to education, according to the report.

The report calls for a determined international response to tackle the crisis. 
 

Bangalore most preferred job city for engineering students

NEW DELHI: Seven out of every 10 engineering students in India prefer Bangalore as their 'first job' city, ahead of the capital Delhi, reveals a survey.

According to employability measurement and recruitment firm Aspiring Minds Research Cell, about 72 per cent of the engineering students surveyed voted for Bangalore as the most preferred destination to work in.

"In India, Bangalore is the engineers' Mecca. It offers growth, options and a community of like-minded people. Bangalore has undoubtedly the largest base in terms of IT companies, opportunities and an existing engineering population," Aspiring Minds Founder and Director Himanshu Aggarwal said.

Bangalore was followed by Delhi, which was preferred by 32 per cent of the respondents, while Hyderabad was the favourite among 30 per cent of the students surveyed.

At fourth place is Pune, with 30 per cent of the respondents voting for the city, followed by Chennai, which was favoured by 23 per cent of students.

Mumbai was sixth in the list of preferred cities for engineers.

Regional preferences emerge strongly, as students from the South, West and North of the country voted for Bangalore, Pune and Delhi, respectively, as their favourite city. For easterners, Bangalore was the favourable option. Chandigarh and Mysore also emerged as preferred destinations for engineering students in the survey.

The survey took into account the views of 19,000 engineering students across India. It was undertaken to determine the city preferences of students and allowed the respondents to specify up to three cities.

CBSE board exams on, physics paper disappoints students

New Delhi: The Central Board of Secondary Education (CBSE) examinations started on Tuesday on a disappointing note to many, with several class-12 students complaining that the physics paper was too lengthy to finish in three hours. According to students, the physics paper, though easy, could not be completed as the questions marked 2 and 5 were a bit too lengthy.

"The paper was easy but lengthy and I could attempt only 70 percent of the questions," said a nervous looking Ankit Kumar, a student of Kendriya Vidyalaya Jawaharlal Nehru University (JNU) campus in the capital.

Some of the students found the questions twisted.

"There were no direct questions and we had to draw graphs in several questions. It took a long time. I only wish the other papers are not too lengthy," Rajul Pandey, a student of Balwant Rai Mehta Vidya Bhawan in Greater Kailash II.

According to teachers, students were not satisfied with their performance on the first day.

My students are really not happy. Most of them could not attempt all the questions," said Asha Singh, physics teacher at Kendriya Vidyalaya, JNU.

Parents accompanying their wards were also seen trying to calm them down after the examination.

"I told my son to forget the physics paper and start preparing for the March 7 chemistry paper. I hope he does well from now on," Manisha Singh, mother of a class-12 student, said.

Some residential schools held prayer meetings for students appearing for the board exams.

"Before the start of the exams, we held a prayer meeting in the school and students chanted the 'Saraswati Mantra'," said a psychologist-cum-counselor with a residential school in south Delhi.

Over 1.8 million students are sitting for the board examinations across the country and abroad.

This year, 1,061,566 students of Class 10 will appear for continuous comprehensive evaluation (CCE) under the CBSE.

As many as 769,929 students - 454,131 boys and 315,798 girls - are appearing for class 12 board exams. IANS

Class 12, 10 board exams begin Tuesday



New Delhi, Feb 28 : Over 769,929 students are set to appear in the Class 12 exam of the Central Board of Secondary Education (CBSE) which start Tuesday, a board official said.
 
The Class 10 Board exams would also begin the same day.
 
Over 1,061,566 students will appear in Class 10 exams, almost 15 percent higher than last year, the official said Monday.
 
"A total of 454,131 boys and 315,798 girls will be appear in Class 12 board exams, while the Class 10 exam would be taken by 632,726 boys and 428,840 girls," a CBSE official said.

HRD Ministry Constitutes Task Force to examine criteria for satisfying Deemed University status’



New Delhi: The Union Ministry for Human Resource Development, has constituted a Task Force to examine applications from 'institutions that need to take corrective measures to several criteria for satisfying the Deemed University status' regarding rectification of the deficiencies mentioned in the Report of the Committee constituted to review functioning of institutions deemed to be universities.

The Central Government had constituted a Committee of Experts to review the functioning of the existing institutions 'deemed-to-be-universities' vide its notification No. F.9-26/2009-U3A dated 6/7/2009 so as to satisfy itself of the justification of their continuance as institutions 'deemed to be universities'. The Review Committee (i.e., the Committee of Experts) had submitted its Report to the Government on 20/10/2009 which was accepted, in principle, by the Government.

AIIMS entrance examination for admission to the MBBS course

The All India Institute of Medical Sciences (AIIMS), New Delhi will invite applications for an entrance examination for admission to the MBBS course (commencing in August) during the middle of February. Admission notification may be expected during the second week of February, available also on www.aiims.edu or www.aiims.ac.in. Those who have passed Plus Two or equivalent examinations with physics, chemistry, biology or biotechnology and English securing minimum 60 per cent marks in aggregate in these subjects (50 per cent for those belonging to the Scheduled Castes and the Scheduled Tribes) or those appearing for the Plus Two examination in 2011 may apply. Online and offline application facilities will be provided.

Delhi feels tremors as quake hits SW Pakistan

New Delhi, Jan 19 (PTI) A powerful earthquake of 7.4 magnitude struck southwestern Pakistan in the small hours of the day, tremors of which were felt in parts of northwestern India, including the national capital.

Delhiites rushed outside their homes in the wee hours of the chilly night as tremors were felt in the capital.

The India Meteorological Department (IMD) said the epicentre of the earthquake was located in southwestern Pakistan in the desert area bordering Iran and Afghanistan.

"It was a shallow earthquake which struck at a depth of 7.4 km," an IMD official said.

The epicentre of the quake was located at 28.9 degrees north on the latitude and 64 degrees east on the longitude, the IMD said.

A US Geological Service report said the epicentre of the earthquake was located 45 km from Dalbandin in Southwest Pakistan. It said the focal depth of the earthquake was 84 km.

There was no immediate report of any loss of life or property.

A 7.6 magnitude earthquake had devastated northern Pakistan and parts of Kashmir in October 2008, killing thousands of people.
